A talent count must start with a talent test. The best strategy for youth development and empowerment is a proper talent test and talent count. This is because one dominant talent within a community, local government area or nation is enough to trigger a massive youth develoment and empowerment. Government in several states or regions has created and implemented a lot of youth develoment programs but there success rate is merely less than 1%. Also most of the programs are merely adhoc programs that are not sustainable. Any program designed with talent as the key driving pillar is most likely going to succeed if properly implemented. For example in the south East region of Nigeria. The dominant talent is trading and this led to the creation of a succession system called “Igba Boy”. This has led to the creation of millions of Jobs for the youths in that region. This is a form of talent youth empowerment program that can be structured better with adequate government inervention. This is one of numerous examples. Talent are abound in several regions but to discover this hidden talents there is need for a proper talent test and a talent count.
